The rules were changed after Lloyd Quinan made a complaint against me [dismised 6/12 later] which helped feed in to his attack on the MMR vaccine by attempting to discredit my robust defence of the vaccine
But most MSPs get round it by getting someone else to make the complaint and publicising it
