David Sacks is listed as the primary investor.

Trump's EO chokes off the small businesses that implement projects efficiently and will leave the 2-3 aid giants as the only options left for future aid programs.

His core complaint here is not wrong - the aid industrial complex exists and it is problematic.

One company, Chemonics, gets billions of dollars worth of USAID projects, a ridiculous concentration of spending that likely leads to inefficiency and waste.

Trump's actions have put an immediate stop on nearly all foreign aid projects globally, including in regions that really matter to the US like Central America and Africa, stopping everything from HIV prevention to agricultural programs.

So why would he take this drastic action?
