Looking at Cheapest Bronze to Cheapest Catastrophic Premium Spreads in 2025 vs 2026 for a single 40 year old.

Bronze on average more expensive both years but smaller spread in 2026 than 2025. In both years wide variance.

This is interesting --- for the 2055 counties that used Healthcare.gov in 2025 AND 2026

Fewer counties are offering #Catastrophic Plans in 2026

CMS is making a big push for more people to buy Catastrophic
Only affordable if enhanced subsidies not extended.

So what?

Under either premium tax credit scenario, cheapest Bronze is almost always cheaper than CATASTROPHIC for individuals under 400% FPL

With EPTC this holds true (likely to 600% to 800% FPL)

Standard PTC, huge shift at 401% FPL

Our results were pretty solid Nulls with standard errors crossing zero pretty easily:

Central Estimates:

LN(MM) -0.0770 (-0.19 to 0.03)
PLRS 0.03263 (-0.019 to 0.085)
Premium $14.81 (-$35 to $64)

States were similarly insignificant except NM having a higher risk score at p<.05 level

6/n Let's simplify. 2024 (I-S)-2019(I-S) to see general trend and changes

WOW --- big general downward trend BUT some exceptions (CO, CT, NM, NV) and some states with huge drops (TX, LA and WV) This is weird.

I can't make strong conclusions but this is odd and worth thinking more about

This is DIFFERENT
Still lots of variance. Some states (FL, LA, TX, OH) Small Group market is sicker than Individual Market. No big change in AR, but a general decrease

First lets compare the % of enrollees with 1 or more HCC categories in the 2019 Individual Market minus 2019 Small Group market in the states where there is complete data for both 2019 and 2024

Positive number means Individual Market has more people with 1+ HCC category
