The thing is... people fear prison... or worse... from acting out violently.
However... if a people are so oppressed that they have nothing more to lose, then even death is no longer feared.

In my personal case... I've known my original birth document from 1972's been unavailable since at least 1988. And the church I was baptized at burned down almost 20 years ago (with all its paper records). And that's just the start.
