That nuance needs communicating to leaders though - they simply expect more for less, in areas where it doesn’t help - and that isn’t in the guidance.

FE is a complex and multifaceted beast. Our early evaluation of TM in a vocational context was not great. In technical areas it isn’t accurate, and checking outputs is time consuming.

The 6%levy is a significant amount of money to take out of a precarious sector that adds to soft power and is a great export. A £2 a night tourist tax is much much less % of spend - most hotels are c £100 /night, so it’s only an additional 2%. And everyone has to pay it - not just international

Honestly it’s nuts. The sector is on the brink. The few institutions that are stable are going to be those that are most hit. But universities are superb value. This will inflict untold damage, hurting research and growth, regional key employers.
