Maybe. Who would pay the editorial assistants, designers, copy-editors, typesetters, etc? Who pays for the submission system and the websites and the server to maintain the archive? There are costs even if all the editorial work is done by volunteers.

Journals have a page (or word) budget set by their subscription income. The CJP, which I know well, can’t publish every submission it gets. Probably not even 15% of what it gets.
