This is, unfortunately, the state of XIV RP in general. Balmung just happens to be the most populated. You have to know somebody who knows somebody to get into any RP that has any depth beyond casual sex. I have my groups and I'm happy there, but engaging with the wider community is a toss-up now.

I'm so sorry to hear that. Player retention has also been a huge problem this expac and I think that leads to more people quiting when they can't find a replacement group. We used to have the RPC site as a central space for connecting, but since its shutdown, nothing has really taken its place.

Unfortunately, that's the vast majority of FFXIV's surface-level rp. Deeper rp tends to be more connections/groups oriented, and those groups don't really recruit. I say this as someone privileged enough to be very connected: it can be troublesome for those who are not.
