Not to my knowledge, as Rocket Lab have concentrated their US launches to the Virginia launch facility with both Electron/HASTE and the upcoming Neutron launches taking place from there. They recently completed the construction of the Neutron pad and are finalizing a barge for 1st stage landings.

This if it truly happens is a strategic threat to the countries on the Eastern flank of Europe such as Poland, Finland and the Baltics, similar to what the Molotov-Ribbentrop Pact once was. Hope Europe takes this threat seriously enough and shows strength unlike before WW2.

While waiting for Neutron, this mission will fly the large Rocket Lab built ESCAPADE Mars climate probes there. One day when Neutron is operational, end to end deep space missions will be possible for Rocket Lab to do all by itself.

Some countries e.g. in the Nordics granted carrier licenses by requiring full country-wide coverage instead of simply selling them for money. These policies typically have produced a more universal cell coverage as competitors watch each other and sanctions for non coverage are significant.
