Consider: private prisons profit by packing max "detainees" in minimum space (paid per detainee). There are only a finite number of "illegal" people to detain. How to profit when ICE runs out of immigrants? By detaining "enemies of the regime." Us. They're building it out today. We're next tomorrow.
