Yes. So many students work to support their families while they attend school, and financial aid doesn’t account for that. Free tuition helps, of course, but living expenses matter. Something like a fellowship model would work, but those aren’t cheap at scale

Put differently, income inequality leads to enrollment inequality. Expensive/exclusive places are getting record numbers of applications, while affordable public colleges are struggling. Higher ed exists in a larger economic context.
