In my book REINVENTING DEMOCRACY, one of many ideas is to ban donations and give electors vouchers for £5 every year to donate to a political party of their choice.

Cost would be around £100m to £150m depending on usage, utterly trivial for the Treasury and hugely significant for democracy

All these issues should be determined by the people voting on specific taxes for specific purposes. The Treasury hates hypothecation, but it is one of many, many changes needed to get rid of the absolute power of the elite

Massive reform of UK political governance is the only answer. Break the mass media link that allows the poor to be so downtrodden. Written constitution, federal UK, replace House of Lords and Privy Council by People's Council. All in my book REINVENTING DEMOCRACY see sparklingbooks.com/rd.html
