I think that may be happening already - trying to find reviewers - even for high quality papers - is much much harder than it used to be even 5 years ago. Researchers are choosing to drop out of the 'system'.

Also truly surprised how many people chose to watch the #Bluejays World Series opener rather than attend the play that they paid good money for - the theatre was half empty (and when buying tickets that was not the case!). I watched the game when I got home, though it made for a very late night ;-)
