I think that would depend on who you ask, I've started to include them just to have some extra incentive for clients to pay on time but have not had to charge anyone them yet. I include them in any proposals or SOWs I send out just so everyone is on the same page.

I normally send a reminder a week before payment is due and in that reminder include a breakdown of late fees. If we're past the due date I try to follow up every week at least.
