I use a plastic pry tool when mine won't budge. Usually the latch will release but the hood needs some help unfreezing. Maybe the end of an ice scraper would work if it's thin enough.

Yikes! It was pretty intense sounding against my bedroom window last night. I feel like we didn't get an overall huge amount, it just blew into all the worst places.
