Because England doesnt have one identity, people south of the border feel more aligned to older regions pre the formation England. Therefore, BBC Yorkshire, BBC Midlands etc. There is no such thing as an English Government.

I love this metaphor. Imagine your subscription being based on your ability to pay, and yet you got to watch everything you needed. Oh and it is free if you are unlucky enough to be between jobs. And your subs are capped if you are high earning. Love our NHS. I wish our friends in the US had it.
