Congress has not declared war (something he would have much influence over), so the US is not at war and he is by no means a wartime speaker. Like every other Republican, the best he can do is to try and puff himself up.

Europe and Ukraine now have to regard the US as an agent of Russia, who will do nothing but advance Russia’s interests at the expense of Ukraine’s.

And because the US is offering nothing of value, it should not be involved in any negotiations aimed at ending the war started by Russia.
