Ok it's a simple flat rate on value, imperfect but simple and better than council tax.

I need to check that out in detail... My working proxy was % of rental value (auto calculated by property sites) less rebuild cost (BCIS calculated).

Turning council tax into a solid LVT proxy (not tinkering with upper bands) would go a long way towards taxing wealth.

I think you need good cycle trip numbers over the period to normalise the collision numbers to exposure.
