All they can do is cut and pass non-binding resolutions asking the Mayor to do something different.

To clarify, the council could adopt a larger budget that had been supported by the school committee: "the city council, on the recommendation of the school committee ... may by a 2/3 vote increase the total amount appropriated for the support of the schools ... over that requested by the mayor;"
