Turns out that the problem is how PowerShell interprets the `(main)` part of the command, and it's not a vulnerability in Jest. It opens the Mouse Properties because `main.cpl` is a Control Panel item, and PowerShell uses `Get-Command` to resolve what `main` refers to. Quotes solve this problem.
