I've had a little experience working with BBC: MIW: stuff that's got a political risk attached to it* gets scrutinised (not always to humanity's benefit) from upstairs, which is packed with various minions 'working towards the DG', competently or otherwise.
*e.g. 'the US President backed a coup'.

Another important point of similarity -- VCs are not 'top of the pyramid' types: they got where they are by demonstrating willingness to obey the people who tapped them on the shoulder in the first place, and meet the owners' needs. Same with Starmer.
