Nvm, found issue, there was two loops of vertices in single spot for some reason

I redid, now its better only thing the line between feet and legs

i manually added vertices to the 22, so now both parts that have to be merged have 29 vertices

just theoretically how can i decently connect 29 vertices to 22

yeah it would seem decimating doesnt work too well here

is there a way to decimate only part of object instead of whole thing?

The eyes are just flat, there are no white part, just the thing that has color and rest empty space that’s what is weird
