When a public service is free, people feel entitled to it and value it less as a result. Free parking at many facilities have led people to believe they are “entitled” to this, despite businesses having to resources towards a purpose that generates them, and the city, no economic returns. 10/🧵

If the goal is to reduce traffic on Oʻahu, improving public transit (Carrot) has to also be accompanied with measures to penalise driving (Stick). New York, has seen phenomenal success with congestion pricing swing 27 million fewer car trips as well as a 7% increase in transit ridership. 9/🧵

There are better improvements that can be made to our bus system than reducing the fare. Most major suburbs on Oʻahu only receive hourly bus service or worse. While most buses are punctual, a major schedule deviation on an infrequent bus can seriously negatively affect one’s travel plans. 7/🧵

Kansas City—the US’s largest free transit experiment—has experienced this, with 41 of 56 routes having hourly (or worse) service. It is also important to note that the KCATA is running upwards of a $15 million deficit. 6/🧵

Public transit is not immune to induced demand. Making public transit free will almost definitely increase ridership due to people simply taking the bus, even if other modes (walking, cycling, etc) are equally competitive. 4/🧵

The single main benefit of free transit is obvious: You’d get more riders. On top of that, those that take public transit wouldn’t be burdened with the ever increasing costs of riding; something ever more relevant with the passing of Bill 54, raising the fare for TheBus. 3/🧵

Keiki Ride Free will be funded through a free youth transit fund. This fund will recieve 38 cents from the per-barrel petroleum tax and 7 cents from the non-petrol fossil fuel tax, and is expected to recieve $9,870,000 a year.

Public transit is a near universal good for kids. It offers a third space where kids can be around others in an environment that is outside of home, school, or organized activities. The social interaction that kids have on buses is irreplaceable, and ever dwindling in the age of the internet. 7/🧵

Immigrant parents especially may not even know these exist, and may not be able to navigate the bureaucratic system with English as their second language. Having a universal, easy to understand policy that needs only the ID that kids are already given is a leap towards accessibility. 6/🧵

While there are currently reduced or free bus fare programs like the EXPRESS program, TheBus’s existing free youth ride with an adult policy, or the youth HOLO card, parents may not have the time to navigate the processes to be able to take advantage of these benefits. 5/🧵

In a place where parents may have to work multiple jobs to make ends meet, having the time to drive kids home, to school, and to extracurriculars is a necessity that isn’t always available. Keiki Ride Free lifts that burden off of parent’s shoulders, while also giving kids some independence. 3/🧵
