Would like to see statistics regarding boosterism/campaigning/lobbying by communities for the tour's presence. I have a feeling at least a part, historically, has been communities that "do not play ball." It may be a lack of economic means to be competitive, regional politics, etc.

For decades, locals resisted filling those jobs. As a result, Hormel, Cargill, & now JBS have recruited immigrants to work that facility.
