Judging by these photos alone, some misallocation of space (overly wide green areas yet narrow sidewalks) and adding fences to both sides of the street tells me this is still a car sewer, albeit a very pretty one.

Loved playing this on the PS1 with my brothers. Eventually memorized where every enemy would pop up. We were blown away at the time by the realistic graphics.
