(12/n) In the report, we list 11 actions that can be taken at the federal, state, and regional levels to close the regulatory gap. Importantly, action must be taken at all three levels to close the gap fully. No one entity (state PUC, FERC, RTO) can fully close the gap alone.

(6/n) At the state level, local lines are often exempted from receiving a permit (CPCN) because they are too low in voltage (see map below) and/or rebuilds of existing infrastructure. At the regional level, RTOs often claim these local lines are outside their purview. And at the federal level...

(5/n) As we explore in the report, the regulatory gap means that local Tx projects, which are planned by a single utility to meet its own needs (as compared to regional Tx, which is planned regionally to meet holistic needs), are not subject to oversight at the state, federal, or regional levels

(2/n) Transmission *mileage* and $ spent on *high-voltage* assets has been going *down* in recent years. E.g.) in 2021, $ spent on >230 kV lines was just 34% compared to a high of 72% in 2014. And, Brattle found recently that 90% of recent Tx spending went to lower-voltage reliability projects.

(1/n) Transmission costs have been rising rapidly across the US, making up 24% of residential bills in 2020 compared to 10% in 2005. Tx spending in the US hit an all-time high in 2023. But...
