I think people are understandably afraid for their lives and that’s difficult to overcome. Maybe it’ll happen but we’re not there yet. And it’s not as simple as telling people “well become ok with risking your life”

I completely agree on that being the reason. You also need a prominent nonviolent group that the violent groups can push the state towards negotiating with, imo. People who seem more amenable to them.
