I recall of testimony by Fiona Hill during the 2019 trump impeachment concerning spheres of influence (Monroe Doctrine). As I remember, Hill discussed an understanding between Putin and trump concerning US and Russia primacy in Venezuela and Ukraine respectively. Can some one help me out?
