Pratchett was a master of it. He based a lot of his Ankh Morpork on London, a city classically constantly in a diverse flux, both at odds and in perfect harmony.
They're fantastic books, I love the City Watch series myself.

We're a bit late to the recommendations but for Shadowrun I really recommend Crit Squad. Fully finished, really well laid out adventure with some proper tense storytelling!
