If it's for NWSL, I'd think it has to be announced soon. I'd bet Gotham FC wouldn't like that much.
I can't see an MLS team going in for a USL-S team, not unless MLS is merging/buying USL down the road, and makes USL-S it's MLS-branded women's D1 league.

But if the 5 division winners are the automatic Top 5 seeds in the opening round ONLY, and it's reseeded for the quarterfinals, I'm OK with that.

Wait until the new 5 division structure of MLS 3.0 — where one very bad division could assure a division winner 5 extra wins, +15 pts, and the Shield and hosting throughout MLS Cup.
