Another big part is that Mamdani is not in office yet and wasn't asking for specific policies to happen. Trump doesn't like being told he has to do something, even if charmed.

The Democratic ask had to be small enough to get Republicans to agree to it -- they don't want a prolonged shutdown.

It was also over a major issue that they knew was coming and people would expect Congress to fix. For all summer they were pointing out the problem.
