Maybe a custom bone that’s just the jaw bone in the same spot and same weights, without being weighted to the actual jaw bone? This makes it so it doesnt move with anims like talking etc but can be posed in gpose

I dont mess with sculpts too often though so take my word with a grain of salt 2/2

Im pretty sure the default jaw bone already works as a hinge, it’s just a matter of weighting the actual jaw to act as a hinge (probably the bottom half red in weight paint mode). BUT since its a vanilla bone it’ll move with vanilla animations. 1/2
