Urban sprawl is expanding the urban environment instead of densifying it. Your preferences cause urban sprawl which displaces rural residents. If you care about not displacing residents, you’d care about rural residents too. But it looks like you don’t.

Is it actual harm or perceived harm when they believe that “what is” is also “what is best”. People are not harmed by more amenities. Disabled and elderly would benefit more from density and public transit than you let on. Families that live close to parks would be better off. You’ve not shown harm.

It might not require new regulations, just new guidance for ATC. Don’t instruct pilots to intercept flight paths after confirming visual separation. Instruct them to hold until tower knows it’s clear.

Sounds like tower told the helo to pass behind the plane after confirming visual. Wouldn’t be surprised if those types of instructions get trained out after an incident like this.
