MN State Rep. Katie Jones sent a very thorough response to my letter on an eviction moratorium:
Dear Robin, Thank you for your message and for caring for our immigrant neighbors. I deeply share your concerns. The aggressive and illegal actions of ICE and related federal officials have terrorized our community, torn families apart, made workers fearful of going to work, caused children to miss school, and put families at risk of losing their housing. Let's be clear: Minnesota immigrants are Minnesotans. They are our neighbors, coworkers, teachers, business owners, doctors, and more. No Minnesotan deserves to be racially profiled, have their Constitutional protections infringed, or live in fear of being abducted as they go about their day. It's wrong. That's why a top priority of mine is to get ICE out and to halt Operation Metro Surge. At the state level, we've been taking an all-of-government approach to push back by suing the federal government for their illegal actions, drafting law enforcement accountability legislation, banning ICE from local and state government property, and more. While we work to get ICE out of Minnesota, we must also mitigate the consequences of their actions harming our neighbors. Last week, I began working with my Minneapolis legislative colleagues and the chairs of the Housing Committee to consider an eviction moratorium and what would be needed to ensure families impacted by ICE actions can stay in their homes. An eviction moratorium may be called only during a peacetime emergency announced by the governor. The last eviction moratorium in Minnesota happened during Covid when the governor called a peacetime emergency under one of the seven current legally allowable reasons (MN Statute 12.31). Importantly, at that time Minnesota had access to federal covid relief dollars that could be used to provide rental assistance. This helped to make sure rental property owners did not go bankrupt, which could cause a building to be sold and tenants kicked out. While I have few concerns that large, sophisticated rental owners could maintain housing under an eviction moratorium, I worry about the over 40,000 families in Minneapolis that live in duplexes, triplexes, and quadplexes. Many owners of such small-scale rentals are owner-occupiers of these buildings. Without identifying a funding source for rental assistance, such small-scale rental property owners, as well as their tenants, may be at risk of losing their housing. We are working diligently to identify a funding source to avoid that risk. Thank you again for your advocacy to keep families impacted by ICE in their homes.
