If you're on a #debian based #linux distro with #gitlab then this is your simple get out of jail card:
sudo apt -y --allow-downgrades install gitlab-runner=18.5.0-1
Then you can make a file at /etc/apt/preferences.d/gitlab-runner and put this in it:
Package: gitlab-runner
Pin: version 18.5.* […]
