The Commission also confirmed that as part of the next EU’s multiannual budget from 2028, the upcoming European Competitiveness Fund will include production ramp-up support measures for scaling up the production of clean technologies made in Europe, such as batteries.

🌐To boost demand for EU-made batteries, the Commission announced that it will stimulate the creation of lead markets by introducing EU content requirements for EV and BESS batteries and their components in the upcoming Industrial Accelerator Act, due to be unveiled in January.

This marks a very promising development ahead of next year’s ETS review. An additional €300 million from the Innovation Fund will go to Critical Raw Materials projects central to a resilient European battery value chain.

💶To support European battery cell producers in scaling up their production, the Commission is mobilising €1.5 billion from the Innovation Fund which for the first time will be deployed through interest-free loans, with performance-based milestones.
