The current state of emergency was set to expire Saturday. DeSantis’ team indicated he’ll extend his emergency declaration for a 19th time, stretching it into its fourth calendar year.

The foundation filed their application on 10/10 and was approved by 10/20.

The next day, the IRS announced it would "not be processing applications or determinations for tax-exempt status" or any organizations during the shutdown.

DeSantis has signed at least $225 million in no-bid contracts for the site in just the past month using an emergency authority he granted himself in 2023.

Only one of those 22 contract documents was publicly available Thursday.

“Ivan" and "Mouna" used a crypto wallet to pay the scammer that was publicly linked to MoonPay CEO Ivan Soto-Wright in an unrelated 2023 court filing accusing MoonPay, various celebrities and others of artificially boosting essentially worthless NFTs for profit.
446. MoonPay itself, and Soto-Wright personally, traded in Yuga NFTs while having material non-public information about the celebrity endorsement deals and the sources of the funds used for these purchases. 447. Soto-Wright made these purchases through his “IvanHodl.eth” Wallet, at Ethereum wallet address 0x695626A661831A618ae846482FE8abF6c8d4529C (also referred to as the “Soto-Wright Wallet”). The IvanHodl wallet was funded by the Moonpay.eth wallet as well as by the Ethereum wallet address 0x7AFC12C8DD2e6591581D95586eB2c2A4905a12a9 (the “Funding Wallet”).

According to DOJ, “Ivan” and “Mouna” — the same names as the CEO and CFO of MoonPay — paid a scammer pretending to be from Trump’s inaugural committee $250k.

(MoonPay, which has said it got a massive windfall from Trump’s memecoin, did not respond to a request for comment).
An email reads: “Hi Steve - our contribution of $250k was just processed. Here is the confirmation.” An email reads, "Hi Ivan & Mouna, Please find below the USDT wallet address and barcode for the contribution”

Despite the razor-thin House majority, Reps. Cory Mills and Kat Cammack have had meetings with Gov. DeSantis about Rubio’s Senate seat.

Mills also announced plans to run for the seat in 2026, even if he’s not the appointee now. DeSantis didn't sound thrilled about that today...
“People are free to do what they want. I think generally speaking, if somebody is appointed and does a good job, I don’t think that they’re going to be somebody that you’re gonna be able to successfully challenge in a Republican primary,” DeSantis said. “I’m sure if he happened to be appointed, I don’t think he would necessarily want someone doing it. But that’s fine.”

There is some ambiguity in what “services” could trigger the ethics req. and a $5k outside contribution limit. But because Trump’s entirely private approach is unprecedented in recent history, this is the first time these limits are being tested.
Section 3 of presidential transition law, for example, calls on presidential candidates to submit candidates to “high level national security positions” to the FBI and other appropriate agencies “as soon as possible.” Section 6 in the law sets a $5,000 outside contribution limit “as a condition of receiving services under section 3.” Could getting security clearances, something the Trump team needs to be prepared to take charge of, trigger the $5,000 contribution limit? Possibly, but it’s a gray area. Experts told NOTUS it’s also a fair interpretation to surmise contribution limits don’t apply in the face of only accepting security clearances. Trump has made no indication he plans to abide by the $5,000 outside contribution limit. “This ambiguity is a perfect example of how much work we still have to do to ensure clarity, transparency and cooperation in the presidential transition process,” transition law expert Valerie Smith Boyd at the Center for Presidential Transition told NOTUS.

Trump’s fully privately funded transition exploits that loophole, rendering the law’s contribution limits, ethics & disclosure requirements toothless.
President-elect Donald Trump’s unprecedented decision to decline that aid — coupled with a new level of involvement in transition efforts by an outside nonprofit, America First Policy Institute — raises a slew of ethical questions, experts told NOTUS, and few legal guardrails to answer them. A wholly privately funded transition has received little congressional scrutiny thus far: Some of Trump’s closest Republican allies, including Sen. Rick Scott, told NOTUS they didn’t even realize it was happening. But it represents a massive shift in how the country transfers power and could leave the public in the dark as to who is trying to wield influence and how much they paid for the privilege.
