Ah ah ah - so, it’s easier/faster to hire a term appointment but for places like USDS (prior to DOGE) you still had to know your shit. You could then be placed into another agency but those were still term appointments. If you wanted a permanent slot you still have to go through the long process

Stretching the arson metaphor a bit, even if you were pretty sure it was arson - you'd still have an investigator look at it and document how it happened sometimes in support of prosecution.

I don't think this is a thing - Term appointments also happen in DOD for positions which require clearance. The term appointments were a way for US Digital Service, 18F to get tech talent in the door in the hopes they'd stay in gov after their tour. Most don't require a clearance

Separately, I'd gather a team of cleared cybersecurity professionals to go into each system DOGE touched to look for vulnerabilities - because we don't know how bad the damage is right now

For DOGE, I'd have the commission 1) Investigate potential crimes by DOGE 2) Investigate cybersecurity vulnerabilities created by DOGE either by accident or by design 3) Investigate damage to national security 4) Investigate damage to general workings of government

Basically, Congress hires an independent panel of experts to do a deep dive into a specific topic. The most recent famous one was the 9/11 commission. You have them drill down into everything that went wrong and what the government should do next.
