As much as I like Joshua Graham and the Survivalist sidequest, Honest Hearts really is the weakest of the Fallout NV DLCs. If it wasnt for those two things it might be the weakest of the Fallout3/NV DLCs entirely.
And the less said about the subjects and enemy of the DLC the better.
