* MIT: This student would be in the top ____% of current grad students at MIT (how should I know?!)
* Purdue: "This is the best student I have encountered in _____ years" (you put in an integer)

I think "fraction of 1s" makes more sense because I think of it on a log scale (.1, .01, .001, ... active units). The regime of (.1, .01, .001, ... non-firing units) is generally not of interest, and log doesn't work for .9, .99, .999, ...

When asked this on my quals, I was trained to say "CoIP" without really knowing what that meant😆 Is that still right (was it ever)?

I think international places are going to be even more competitive. I advise them to apply as broadly as possible. Ask for fee waivers if needed to make that possible. Be tactical (include “safety” schools) but follow your heart and make sure that passion shines through.

If I have a mobile number for a PO, is it okay to send a quick "Thinking of you, thanks for your service" message? Or does that risk getting them in trouble somehow? Not sure if it's a work-owned device or not.

I think that might've happened. For what it's worth, in the old days POs used to tell me that NOSIs were really only used for keeping track of interest in various topics (ie, they didn't increase your chances). I assume they have more urgent issues to deal with now
