Additionally, each jurisdiction classifies it differently by wattage, throttle usage, top speed, if the motor turns off at a specific speed. There may also be different names, like e-bike, e-scooter, and e-motorcycle

I think that putting the quotes around it means that prevailing perception back then that someone who looks like Natalie would unlikely be a victim is untrue. It could be anybody
