Actually, “civilian” here refers to individuals who are not in the armed forces. Government workers are included in both the household and payroll surveys.

I had intermittent issues with Census this week. Terminal-based (e.g., wget, aria) tools were blocked but I could still use Safari… sometimes. Others at different IPs were able to fetch files without issue. Also make sure you’re setting `user-agent`

The Census V2024 estimates will be the independent population controls for the CPS starting with the January 2025 data but BLS will not revise historical data
