Thinking back over houses/flats, feels like villas has this and bungalows did not - ends by the 20s?
Our 1949 home has no inside locks.
Maybe for boarders, or family, or cos the papers were full of scary crime and interior locks sold as a safety feature in new builds?
Any chain latches or bolts?

I agree, it doesn't look useful.
Perhaps motivated by "we can't use system X for this, and we can't use system Y for that"?
Did they promise to never mix things when folks pushed back in the past?
(Except by adding a new system to the mix, ofc.)
