Yes, this illustration makes it look that way. I can't help but think it was so that they could claim it was brick construction but really only "half" brick! Most of the houses nowadays look like the wood was later replaced by brick or cinder block

The streets in this area were raised in 1897 by 3-4-5 feet so that the new sewer lines under the street could drain by gravity to the river

Most of the cottages are still there but its surprising how they've changed over the years from what was probably originally a street of cookie-cutter houses
