However, Trump is testing to see if his naval forces will obey orders that have no legal grounds, as a means to see if he can make other illegal orders and get compliance.

Remember that Congress had to authorize the use of force, and they have not done so. None of the other previously broad authorities (war on terror, 9/11, etc) cover what's going on here so without a vote any action in the Caribbean can be only short lived.
