I understand your not wanting to believe it (I hate the idea too), but "innocent until proven guilty". With no evidence, arrests, trials or convictions, the people on those boats were innocent.
It doesn't matter what's discovered after the fact.

You asked, "...murdered without just cause". Saying that someone MIGHT be committing a crime is not "just cause".

What evidence? It's all been blown up. And they're still dead, even if they weren't smuggling.
