Yes I agree but even if we focus on concrete effects there is a still a difference between improving a concept's fruitfulness in order to fulfil a certain need or respond to a problem vs just improving its fruitfulness for the sake of it

Improving concepts along certain abstract standards like fruitfulness, consistency... this is what Simion and Kelp advocate for in their Noûs article. They want to shift the focus on improvement and innovation rather than "fixing defects".

Crucially, there will (probably) be no successful implementation without a felt need or problem in the linguistic community to which the new concept responds. We can try to improve concepts for the sake of it, but these new tools are unlikely to catch on.
