I find Dark Chocolate to be fantastic and exceptionally indulgent, and prefer it to milk chocolate when I’m eating chocolate on its own.
If you’re mixing the chocolate with something (ie, peanut butter), though, Milk Chocolate is the go to.

I think, in this case, he’s saying that if fewer Chinese students were at “good” schools, American students wouldn’t “be forced” to attend HBCU’s. Note: I don’t endorse this POV, I just think it’s Trump being racist, rather than being imbecilic.
