Short of a recruitment drive that'll make the day after 9/11 look like a block party, they simply do not have the strength to rule by force. They don't have the enduring cult of personality to win that way. All their legitimacy comes from the Constitution, if they abandon it they condemn themselves.

This assumes that modern NK aligns with Kim Il-Sung's vision at the onset of the war, and that conditions during and after the war didn't shape the direction NK took. The DPRK could've just been another post-Soviet state had the last 70 years gone different.

If the US was still a reliable partner, I'd be gouging Westminster's eyes out. But it's not, and the EU needs every scrap of GDP it can get. I can easily see a lot of formerly ironclad requirements handwaved and papered over to get that strength.

Thinking about it more, I'm actually not as confident. If I were an EU official suddenly needing to defend a two-front war against Moscow and DC, I'd be willing to cede a neighborhood in Berlin to South Korean sovereignty just to get an excuse to get their arms factories under our umbrella.

Now that the US is a Russian ally explicitly against the existence of the EU, I imagine EU leaders would be keen on getting as much strength back as possible. They'd probably be willing to entertain South Korea's entry if it meant more economic power for self defense.

The EU also has a vested interests in making Brexit as painful as possible so the UK can serve as an example for any other members who might consider leaving.

However, the EU also has need for every bit of strength it can get now that the US is a Russian ally.
