Oh, I didn't say there was a legitimate justification, but we know the courts are corrupted in multiple domains. It's just a question of whether the corruption can reach the transportation domain before we can stop it.

I don't think they could do any good in the countryside, partly for the technical issues that you identified.

When i grew up in the country in the seventies, I knew a lot of people who didn't own cars. They walked or hitchhiked. Now cars are faster and wider, and hitchhiking has a bad reputation.
