NATO expansion was expressly recognized in Europe's security order, agreed to by Russia and 56 other members of the OSCE in 1995.

However, Russia's invasion of a lightly-armed, neutral country in 2014 was not about NATO, it was about Ukraine seeking economic independence.

I.e. Russian IMPERIALISM.

The US never made such a promise.

Instead, in 1990, the US and USSR signed the Paris Charter, which enshrined the Helsinki Final Act as their central security agreement.

The HFA contains the OPPOSITE promise, and it's in writing too!

Russia reaffirmed the HFA in 1995, btw.

NATO is a defensive alliance created in response to Russian aggression.

New countries continue to seek membership due to continued Russian aggression.

Russia is the only recruiter NATO has ever had, or needed.
